gnu: vdirsyncer: Move to pyproject-build-system and enable tests.
* gnu/packages/dav.scm (vdirsyncer):
[build-system]: Move to pyproject-build-system.
[arguments]<#:tests?>: Remove to enable tests.
<#:test-flags>: Ignore test that require network connection.
<#:phases>: Remove check phase replacement.
