gnu: python-django-sortedm2m: Update to 4.0.0.
* gnu/packages/django.scm (python-django-sortedm2m): Update to 4.0.0.
[source]: Fetch git repository.
[arguments]: Disable tests.
[propagated-inputs]: Add python-psycopg2.
[native-inputs]: Add python-setuptools and python-wheel.
