machine: hetzner: Use dhcpcd service instead of dhcp-client.
This fixes DHCP-provided routes on servers that have both public and private
interfaces.
* gnu/machine/hetzner.scm (%hetzner-os-arm)[services]: Replace
dhcp-client-service-type with dhcpcd-service-type.
