gnu: python-pydevd: Enable parallel tests.
* gnu/packages/python-xyz.scm (python-pydevd)
[arguments]<test-flags>: Enable parallel tests, passing on 16 threads
and with a fresh version of python-pytest.
<phases>: Remove test deletion procedure from 'fix-tests as
all of them passing.
[native-inputs]: Add python-setuptools and python-wheel.
