gnu: python-biom-format: Use pyproject-build-system.
* gnu/packages/bioinformatics.scm (python-biom-format)[build-system]: Use
pyproject-build-system.
[arguments]: Replace phase 'disable-broken-tests with #:test-flags; enable one
test; add phase 'build-extensions.
[native-inputs]: Remove python-nose.
