gnu: Switch to GCC 4.9 as the default compiler.
* gnu/packages/commencement.scm: Replace all occurrences of "gcc-4.8" with
"gcc-4.9".
(gcc-boot0)[arguments]: Add --disable-libcilkrts --disable-libvtv.
