git-authenticate: Load the keyring from the repository.
* build-aux/git-authenticate.scm (load-keyring-from-blob)
(load-keyring-from-reference): New procedures.
(authenticate-commits): Add #:keyring-reference and use
'load-keyring-from-reference'.
