gnu: rust-rustc-rayon: Add 0.4.
* gnu/packages/crates-io.scm (rust-rustc-rayon-0.4, rust-rustc-rayon-core-0.4): New variables. (rust-rustc-rayon-0.3, rust-rustc-rayon-core-0.3): Inherit accordingly.
