gnu: emacs: Disable jit compilation.
* gnu/packages/patches/emacs-disable-jit-compilation.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it here.
* gnu/packages/emacs.scm (emacs-minimal)[patches]: Use it here.
