Some merging with gnulib. Change logic and doc

concerning (x)malloc/(x)free -- no longer Emacs-specific.
[DO_BLOCK_INPUT]: Don't include lisp.h.
(xmalloc, xfree): Declare.
(malloc): Don't declare.
