packages: Allow the `arguments' field to be a procedure.
* guix/packages.scm (package-derivation): When ARGS is a procedure, call
(ARGS SYSTEM).
* distro/base.scm (gawk)[arguments]: Turn into a procedure, to disable
tests on Cygwin.
